National statutory programme, territorial call/award not confirmed by this note. Articles 60–69 cover cooperative use-right homes, intergenerational accommodation and collaborative residential solutions, including rehabilitation. Applicants include adults, cooperatives, social-economy entities, foundations, qualifying associations and public/private entities (art. 62); applicant status is separate from resident eligibility. At least 20 years of registered rental/use commitment and permanent protected status are required (art. 61).

Baseline ceiling is €750/m² of qualifying private plus communal residential space and 55% of investment; advanced industrialisation OR a formally declared stressed market gives €850/m²/60%, both give €950/m²/65%; overall €85,000 per home/accommodation (art. 65), with up to €8,000 additional specified assistive technology. Garages/storage do not count. First-year use/rent limit is €9/m² including allocated common space, subject to prescribed territorial agreement/indexation. Resident income is normally ≤6×IPREM; territorial agreement may change it. Care services must meet applicable accreditation standards.

Funding needs a monitoring-commission agreement and viability memorandum, normally municipal involvement, and territorial call or justified lawful direct award (arts. 63–64). Land/right evidence, works permit and start certificate precede payment; final 20% waits for completion, 20% occupation and registered tenure. Permanent protection is not limited to the 20-year operational commitment.
