RDL 26/2026 art. 19 creates TU CASA for individuals acquiring a first mortgaged habitual home, supplementing private finance. Statutory maximum is the lower of 20% of home value and €50,000; 0% interest and no fees. The article specifies up to 10 years lending and grace equal to mortgage term, maximum 30 years; do not simplify this into a freely available 30-year loan before operational terms clarify repayment.

As checked 5 October 2026, the statute requires a Council of Ministers agreement setting beneficiaries, limits, initial resources and other characteristics, plus implementing agreements/procedures. This capture does not establish an operational open application channel. Subsequent home sales face a permanent registered price cap linked to acquisition price/IPC and eligible regulated improvements.

Follow ICO/MIVAU for the required operating agreement and application process. It is household purchase finance, not a group cooperative construction/share programme.
