Real Decreto 326/2026 was published 23 April and entered into force 24 April 2026. It establishes a funding framework, not an automatically open national application portal. Autonomous communities and Ceuta/Melilla process, award and pay assistance (arts. 4–8); each instrument needs its territorial implementation, budget and call or lawful direct-award route. Territorial authorities may add eligibility conditions. The 2026 transfer may use a ministerial resolution and is not conditional on territorial cofinancing; 2027–2030 transfers generally use the 60% state/40% territorial model (art. 6). Do not infer a regional open call from national enactment.
The three funding lines support housing supply, rehabilitation/accessibility, and household affordability/youth emancipation. A housing cooperative, a non-profit housing operator, a homeowner community and an individual member have distinct applicant gates. Registered tenure commitments, permanent protection, rents and resident income limits can outlast the construction loan.
