Verified ICO product page: individuals aged 35 or younger, or families with dependent minors without that age limit, may request an eligible first habitual-home mortgage through an adhering bank. It is a guarantee, not cash equity or a cooperative-share loan. Maximum two buyers; residence, asset/income and territorial purchase-price gates apply. Bank decides credit approval. ICO page states mortgage formalisation deadline 31 December 2027.

Guarantee normally up to 20% of mortgage, or 25% for energy-ratedD or better, lasting first 10 years. Mortgage may reach 100% of lower appraisal/purchase value, excluding taxes and expenses; public guarantees cannot stack. A cooperative member must actually buy an individually owned qualifying home; a use right is insufficient.

Apply to a participating bank; check latest operational terms and regional price table. BOE-A-2026-14404 (published 2 July 2026) raises net-asset cap to €150,000/person and lets the monitoring commission set income limits up to 7.5×IPREM, modulated for local prices, with family uplifts. 7.5× is a ceiling, not an automatic universal threshold. The ICO FAQ still displays older 4.5×IPREM/€100,000 figures; use the published amendment and verify the applicable commission threshold with the adhering bank.
