Art 113 imports applicants from building/home rehabilitation lines; vacancy≥2 years immediately before award and≥5 years registered affordable rental after completed works are separate obligations. Use-right occupancy alone is not the specified rental destination.
Ceiling €30,000/home or €35,000 in municipalities/nuclei≤10,000. Territorial vacancy definition governs; absent one, utility consumption may evidence vacancy. Technical rehabilitation requirements from the corresponding lines still apply. Other grants may combine only to actual cost, excluding the other chapterIII assistance specified by art. 113.
A territorial implementation/award must be independently established. This is different from ongoing owner payments under es-national-vacant-housing-mobilisation; do not add both grants to a budget without checking incompatibilities.
