National framework; territorial call or justified lawful direct award and approved cession agreement are necessary. Articles 70–77 support owners making housing available through territorial/local/public-linked channels or specified social/non-profit/limited-profit housing operators for affordable/social rental. Ownership beneficiary, receiving/management operator and final resident are distinct roles.

Normally≥7-year registered cession; monitoring agreement may permit shorter. Owner assistance up to €600/home/month in addition to regulated rent, plus necessary initial habitability/accessibility/adaptation up to €12,000/home and restoration after tenancy up to €18,000/home, each within actual costs (art. 75). Managed rent cannot exceed both the state reference system and initial €600/month, subject to indexation. Final residents must meet registration/social-programme and normally≤5×IPREM gates (art. 77).

An ordinary private lease to a group is not this public/social mobilisation pathway. Verify the territorial cession document and management authorisation rather than assuming every non-profit association qualifies.
