National grant framework for public management/exploitation of housing ceded through public/private partnership for≥50 years. Direct beneficiaries are administrations/public bodies (art. 45), not the cooperative owner that negotiates the cession. Public or private land may be used through appropriate surface/concession/use title, with registered rental commitment.
Art 48 ceiling €200/m² useful home area, max 85 m² counted/home; €300/m² in formally declared stressed markets. It supports demand viability, vacancies/nonpayment and management for up to 8 years from cession. Incompatible with any public construction/promotion/rehabilitation grant on the same homes. Payment follows completed works, registered commitment and cession to the beneficiary administration.
Territorial procedure and monitoring agreement/viability memorandum remain necessary. Distinguish this channel from es-national-vacant-housing-mobilisation, which has different owner-beneficiary/cession-duration gates.
