National programme framework, requiring a territorial call or lawful justified direct award (arts 95–103). Integral residential rehabilitation covers safety, accessibility, habitability and sustainability with demonstrated energy improvement. Eligible owners/usufructuaries include individuals and public/private legal persons; homeowner communities and grouped owners qualify, as do qualifying housing/use-right cooperatives and concessionaire/tenant entities explicitly authorised by contract to do the work (art. 96). Tenant status alone is insufficient.

Ceilings vary by work type: safety normally €8,000/home and 40%; accessibility normally €13,000/home and 70%, with specified disability/age/universal-access uplifts. Energy/habitability follows AnnexII performance tiers. Mandatory safety defects identified in the Libro del Edificio Existente must be addressed before other assistance; combined measures and vulnerability can change ceilings. No one universal maximum is asserted.

Article 97 building age/residential occupation and technical conditions, certified savings and art. 98 eligible work must be checked. The grant must pay the works, homeowner-community allocations exclude legally ineligible members, and no cost item can receive duplicate category support. This is owner/project work finance, not unrestricted funds to every association.
