Order 134/2026, published 30 September 2026, establishes an actual 2026 grant call for accessibility works in existing residential buildings. Communities of owners, groupings of communities and groups of co-owners of an undivided building may apply; eligible owners/usufruct holders and certain lessees may also apply under the stated conditions. The beneficiary community may not pursue an economic activity, so a commercial housing provider should not assume eligibility merely because it owns homes. Eligible works were carried out between 1 July 2024 and 31 December 2025; applications are open until 30 November 2026 or budget exhaustion. Collective-building aid is capped at €9,000 per dwelling, with rate and special-increase rules in the order. This is building-accessibility rehabilitation support, not land acquisition or new-build finance. The call states €7 million, with provision for a possible additional €7 million.
The separate provisional protected-housing qualification procedure is available to promoters before sale, adjudication or rent; final qualification follows the build. That pathway can matter to a cooperative developer but is not itself a funding entitlement. In 2026, the regional government also announced an intended SIEG affordable-rental construction call, but the reviewed commitment and press announcement do not establish published operative rules or an open application route. Decree 42/2026 first-home support remains a household framework pending the implementing order and lender route; none of these facts establish rollout under the national 2026–2030 plan.
