Decree 42/2026, published in the DOCM on 27 July 2026, creates a public guarantee for young natural-person buyers who can repay a mortgage but lack the deposit for a first home. The guarantee supports the capital slice that participating banks do not cover, up to 100% of the home’s reference value; it excludes interest, fees and ancillary costs. The decree also provides a grant to borrowers with this guaranteed mortgage, calculated by reference to interest on a model loan for the 20% tranche. The bank still assesses solvency and is not required to lend. This is household purchase finance, not financing for an association, cooperative entity, cooperative share or use-right project.
Article 3 requires the applicant to be no older than 36 and to have been registered in a Castilla-La Mancha municipality for the preceding two years. Article 4 caps the deed purchase price at €280,000 before taxes and expenses, requires the property to be in the region and to remain the beneficiary’s habitual and permanent residence at least until the guaranteed principal is repaid (with narrow listed exceptions after two years). On 5 October the official commitment tracker still said an implementing order must determine the model loan’s structure, amount, duration and interest; no completed household application route or current participating-bank list was verified. Treat this as an enacted guarantee/grant framework, not an open consumer call; confirm the development order and signed bank agreements before planning on it. It does not establish implementation of es-national-cooperative-collaborative-housing.
