National framework for integral works inside a formally delimited urban/rural regeneration area; not a grant for any arbitrary individual plot. Applicants must assume responsibility for integral execution (art. 89), and funding is allocated by costs borne when several beneficiaries participate. Housing must normally comprise≥50% above-ground buildability, with reasoned exceptions for degraded/slum areas.
Eligible package includes building/home rehabilitation, certain demolition/replacement and temporary rehousing, urbanisation and public-space works, technical/social teams; supporting-area works cannot stand alone without required core housing works (art. 90). Category-specific art. 91 caps apply, not a single universal project cap.
Needs territorial/municipal area delimitation, monitoring agreement involving municipality, viable programme memorandum, planning and relocation evidence (arts 87–88) and a territorial award route. A cooperative may be an execution participant only if its actual responsibilities and local selection satisfy the area programme.
