National programme framework; no regional open call is established here. Articles 14–22 support acquisition for affordable/social rent or use rights by public bodies and eligible specialised non-profit/limited-profit operators. Article 16 includes cooperatives, foundations and specified social-economy/public-benefit bodies acting without profit; an ordinary commercial purchaser does not qualify merely because residents live collectively.
At least 50 years of registered rent/use commitment. Public acquisition requires permanent protection; non-profit specialised acquisition requires registered pre-emption/recovery rights maintained on later transfers. Article 19 permits up to 70% acquisition cost including taxes/notary/registration, or 85% in a formally declared stressed market; minor adaptation/accessibility up to €12,000/home and 80% of cost. Territorial agreements may modify ceilings. Initial rent/use limit €8/m²/month, territorial agreement/indexation possible (art. 20); resident income gates in art. 22 also apply.
Requires territorial call or lawful justified direct award, monitoring agreement and viable acquisition memorandum. This is acquisition by the eligible operator, not a member’s share loan.
