National programme framework; territorial application procedure not verified open here. Articles 78–85 support urbanisation where planning reserves land for protected housing. Eligible public/private entities must take responsibility for the land-development process, benefit/burden redistribution, registered buildable residential result plots and completion of urbanisation. A household or cooperative member is not automatically a land developer.

Ceiling €8,000 per protected home planned within the relevant reserve (art. 83); the statutory minimum 86 m² constructed buildability/home is used for an estimate where planning specifies only buildability and estimated homes. Other grants may combine only up to actual cost. Funding requires territorial award and monitoring-commission agreement plus a viable development memorandum; municipal signature if it cofinances.

Authorisation, works start and ownership/authority evidence gate payments. Planning reservation and development responsibility are decisive legal gates, separate from housing cooperative incorporation.
