Individual purchase/self-build assistance framework for municipalities or population nuclei≤10,000 residents, not a cooperative-share subsidy (arts 140–145). Applicants aged 35 or younger must meet normally≤5×IPREM income (specified disability uplifts), own/usufruct a buildable plot for self-build or acquire a qualifying home, meet territorial AnnexIV price/cost ceiling and occupy it as habitual home for at least 5 years, subject to stated exceptions.
Up to €15,000/home and 20% purchase/construction cost (art. 143). Maximum two natural-person acquirers/self-builders; split assistance by their shares. For self-build the price ceiling excludes land, works normally start within 12 months of award and complete within 24 months of starting. Ownership-of-other-housing exclusions and exceptions apply.
Regional published call or justified direct award is required. A member buying an individually owned cooperative-developed dwelling needs the actual purchase contract/deed and eligibility; membership or a long-term use right is not purchase under this line.
