Household assistance framework, not cooperative construction finance; a territorial published call/award is still needed. Articles 115–123 expressly cover individual habitual-home or room tenants and cesionarios. Art 116 normally requires adult status, habitual residence, household income≤5×IPREM (specified 5.5/6× exceptions), rent/use price≤€1,000/month home or €600 room, subject to lawful territorial adjustments. Room eligibility counts the applicant’s income rather than all flatmates.

Crucial cooperative gate: the ordinary exclusion for members/participants of the landlord/cedent expressly exempts non-profit housing, consumer or integrated housing/consumer cooperatives, including cesión en uso (art. 116.2. c). This does not exempt the applicant from income/residence/contract rules. Property ownership and family-relationship exclusions have their own exceptions.

Art 119 ordinary maximum €250/month home or €150/month room, potentially increased within 40% of rent/use price for dependants/disability. Initial duration 2 years, territorial renewal up to 2more years. Must pay the rent/use price; other rent grants normally cannot duplicate it, with social-vulnerability exceptions. An entity receiving direct payment remains distinct from the individual beneficiary.
