National immediate-housing framework for specified violence victims, evicted/homeless/emergency households, single-parent families and other certified vulnerable persons. Normally household income≤3×IPREM, specified disability/family uplifts 4/5×; cannot have a usable compatible owned/usufruct home. Qualifying public/non-profit/limited-profit/social entities may act on their behalf, not for unrestricted project capital (art. 125).
Suitable public/private home, room or residential solution may use rent, use right or other lawful temporary occupancy. Aid normally≤€1,000/month and 100% price; additional≤€300/month and 100% maintenance/insurance/utilities/internet costs, for up to 5 years. Territorial approved adjustments and mandatory social-service vulnerability/economic reports govern (arts 127–129).
Requires territorial award or social/humanitarian direct grant within budget. Direct payment to owner/cedent is still applied on behalf of the household. Avoid presenting this household/service channel as an automatic construction subsidy for a cooperative.
