Navarra’s protected rehabilitation aid is shown “En plazo” on the official procedure page and accepts home owners, homeowner communities and tenants with owner authorisation. Eligible work includes safety, energy saving, habitability and accessibility. The building generally must be over 25 years old, the budget above €2,000 per home, and works must not have started. Apply simultaneously for provisional protected-rehabilitation qualification through the ORVE serving the property; begin within six months and finish within 36 months. Household income, age and building age determine aid; this is not a blanket cooperative-development subsidy.
For rental rehabilitation, the rent is capped by the equivalent VPO rate, the home must be rented for at least ten years, and the published maximum is €12,000 per home. The procedure lists eligible community-of-neighbours promoters, making it useful for common-building works, but does not establish that an unconstituted cohousing cooperative qualifies as owner or community. Governing sources include Foral Decree 61/2013 and Foral Law 10/2010 on housing. The page shows an open rolling procedure rather than a closing date; confirm qualification and budget with Navarra Housing before works. No separate 2026–2030 cooperative-promotion call was confirmed.
