La Rioja’s Order ATP/65/2022 accessibility-improvement aid expressly treated as possible beneficiaries: housing-owner communities and grouped communities; housing cooperatives formed by members needing accommodation; grouped cooperatives of building/home owners; and cooperatives or concessionaires with a current contract giving them express authority to carry out the works. The scheme covered accessibility improvements in and to homes/buildings. The official procedure states that its application window ended 1 September 2025, so this is a former legal eligibility route, not a currently funded application path. Its mention of cooperatives is limited to that works programme and does not make a cooperative eligible for unrelated subsidies.
For current rural rehabilitation/self-promotion, Plan REVIVE’s procedure (Order PID/31/2024 as modified in 2026) is restricted to an individual natural-person owner/promoter and habitual home requirements; it is not group project finance. No current La Rioja cooperative-housing promotion grant or regional implementation call under the national 2026–2030 cooperative-housing section was verified in the current housing procedure/BOR checks. See es-rioja-plan-revive-rural-young-homes for the household route and es-national-cooperative-collaborative-housing for the national baseline.
