The main federal entity-level new-build loan: the group vehicle itself (eG, e.V., GmbH, GbR, WEG) borrows per flat it builds. 297 = Privatpersonen, 298 = “Unternehmen, kommunale Unternehmen, Wohnungsbaugenossenschaften, Vereine, GbR … alle juristischen Personen des Privatrechts”. No owner-occupancy gate on 298 — the co-op lets to members.

  • Up to €100,000 per Wohnung (EH40, or EH55 without oil/gas heating since 2025-12-16); €150,000 per Wohnung with QNG certificate. A 20-flat co-op house can therefore carry €2–3 m of KfW debt.
  • Term up to 35 yr, 10-yr Zinsbindung, 1–5 Tilgungsfreijahre; rate “aus Bundesmitteln verbilligt”, set at Zusage (volatile). No Tilgungszuschuss.
  • Gates: EH40 (or EH55 variant) with Energieeffizienz-Experte; purchase within 12 months of completion also eligible. No income/child gate.
  • Path: Experte → BzA → Finanzierungspartner (Hausbank) before signing contracts / Baubeginn → BnD after completion.
  • Budget: “Für die Jahre 2025 und 2026 … 800 Millionen Euro” — first-come; check availability before relying on it.
  • Kumulierung: KfW examples stack it with kfw-124 and kfw-270; members of an eG additionally take kfw-134 for their shares (different borrower, different object — no overlap). Stacks under state social-housing loans (soziale-wohnraumfoerderung) subject to the eligible-cost ceiling.

Detail

Cohousing reading: this replaces the discontinued EH55/EH40 “Effizienzhaus Neubau” lines and is the KfW line most eG/e.V./Syndikat-GmbH projects actually draw for the building; kfw-296 is the cheaper-flat variant.
