Saarland’s rental line, run by the Saarländische Investitionskreditbank (SIKB) from Bund and Land funds (WoFG SL). Zuwendungsempfänger: “alle Träger von Investitionsmaßnahmen” that build flats to let to WBS holders — so an eG, e.V., GmbH or Stiftung is the borrower. Two variants, chosen per project:
- Kreditförderung: up to €3,000 per m² förderfähige Wohnfläche (Neubau/Ersterwerb; €2,850 for conversion), +€100–150/m² barrier-free, +€100/m² Holzbau, +€150/m² reused components; modernisation max €200,000/unit. Interest 1.0% fixed for the whole term, max 30 years, 3 tilgungsfreie Anlaufjahre. Belegungs- und Mietpreisbindung 20 years; extending to 30 years earns a 45% Tilgungszuschuss (+5% if ≥5 units go to a Wohlfahrtsträger).
- Zuschussförderung: non-repayable €1,500/m² (€1,450 conversion), +€50–75/m² barrier-free, +€50/m² Holz; modernisation max €100,000/unit; binding 30 years; +5% if sublet to a welfare Träger.
- Gates: Eigenleistung tiered by cost: 15% (€0.5–1.5m), 10% (€1.5–2.5m), 5% (>€2.5m); rent cap €6.20/m² (Neubau), +10% every 3 years; tenant income €19,600 single / €30,000 two persons + €7,900 per person + €1,400 per child; min 30 m² per flat; no sale-oriented Bauträger; no WEG split during the binding; completion within 3 years.
- Apply on SIKB forms before any start of works; SIKB is the Bewilligungsstelle.
- Kumulierung: “Fördermittel aus nicht-öffentlich bezuschussten Programmen” (i.e. KfW loans) may be added; no other Land social-housing money. Tilgungszuschüsse are taxable.
- Open question (not a fact): no Saarland line for gemeinschaftliche Wohnprojekte, Baugemeinschaften or Genossenschaftsanteile was found on the SIKB or ministry pages; groups use this entity line plus kfw-134 at member level.
