Berlin’s co-op-level line: zinslose, nachrangige public loans to Wohnungsbaugenossenschaften (eG) and Genossenschaften in Gründung (i.G.) for new build or buying an existing house. Legal basis: Genossenschaftsförderungsbestimmungen – GFB 2023 (Bekanntmachung 12.06.2023, ABl. 30.06.2023), replacing the 2019 Projektaufruf.
- Neubau: zinsloses, nachrangig besichertes Eigenkapitalergänzungsdarlehen of max 10 % of Gesamtkosten, max €30,000 per Wohneinheit; 40-year term; Tilgung ≥1 % p.a. Only granted in combination with berlin-ibb-wohnungsneubaufonds (≥30 % of the flats must be WFB-funded; a lower share agreed in a Konzeptverfahren or städtebaulicher Vertrag also qualifies). Bindungen follow the WFB 2026.
- Bestandserwerb: zinsloses, nachrangiges Darlehen up to €3,500 per m² existing Wohnfläche, max 90 % of the Wohnanteil costs (no Tilgungsverzicht), 40-year term, Tilgung ≥1 % p.a.; +10 % Zuschuss on the purchase price if the house is in a soziales Erhaltungsgebiet (§ 172 Abs. 1 Nr. 2 BauGB) — works with a Vorkaufsrecht exercised by Berlin for the co-op. Bindung: WBS-Belegung for ≥1/3 of flats (≥50 % with the grant) at turnover, 40 years; Anfangsmiete €7.00/m² in the first 5 years, +2 % p.a. after.
- Applicant: the eG / eG i.G. itself (§ 11 Abs. 3 WoFG). A Mietergemeinschaft founding a co-op to buy its own house is explicitly eligible for Bestandserwerb.
- Equity: ≥10 % of Wohnteil costs for Bestandserwerb; accepted Eigenkapital includes eingezahlte Geschäftsanteile or projektabhängige Beiträge der Mitglieder — so member shares financed via berlin-ibb-genossenschaftsfoerderung-anteilserwerb or kfw-134 become the co-op’s equity.
- Path: two-step — Antrag auf Programmaufnahme at the Programmleitstelle of SenSBW (Württembergische Str. 6), then the Förderantrag at IBB. Laufender Verwaltungskostenbeitrag 0.15–0.6 % p.a. on the Ursprungskapital; no Bereitstellungszinsen or Vorfälligkeit.
- Combinability: IBB Förderergänzungsdarlehen (gap loan up to 100 %), kfw-297-298 for new build; Neubau requires WFB 2026 funding.
Open question (not a fact): the lead brief mentions a “2024/2025 relaunch”; the live texts are GFB 2023 for this line and the 18.12.2024 amendment of the Anteilserwerb rules. No newer Genossenschafts-VV was found on 2026-09-10.
