Habitatge amb protecció oficial (HPO) is a dwelling formally qualified by the Agència de l’Habitatge de Catalunya (AHC), on a promoter’s application; a cooperative or affordable-rent label alone is not an HPO qualification. Household access commonly requires registration in the HPO applicant register, habitual/permanent residence, and income within the specific qualification regime and call. The Generalitat’s general page describes special, general and concerted-price income bands, but thresholds, household weighting, allowed tenure, rents/prices and protection duration must be checked against the current regulation and project bases. Do not reuse old income figures or assume all HPO products share one test.

For 2026 public-solar promotion subsidy, AHC states the project HPO qualification is permanent; allowed tenure is rent or cessió d’ús, and surface right only in specified cases. Awardee-household incomes and price ceilings come from the applicable bases. The current 2026 call is limited to new construction or major rehabilitation on plots registered in the public solar reserve, and requires provisional HPO qualification. See ct-generalitat-reserva-publica-solars and ct-icf-habitatge-social-promocio. The 2026 ICF Emancipació route separately turns an eligible privately purchased first home into permanently price-limited HPO; it is a household purchase loan, not co-op project finance: ct-icf-habitatge-emancipacio.
