Barcelona’s current construction, installations and works tax (ICIO) procedure provides a 90% quota reduction for cooperative housing in cessió d’ús where the cooperative is declared a social promoter by AHC and the approved member use fee is equivalent to the applicable HPO rent/use price. Eligible works include the approved project’s community spaces, and required commercial premises. Other public-protection rent/surface-right projects and protected collective accommodation may meet separate 90% categories; qualify under the relevant branch rather than assuming a co-op alone suffices.
The application may be made by the works taxpayer or representative and must be requested with the building-permit or prior-communication application; later requests are late. The municipal page requires the signed request and itemized budget, plus proof of any claimed municipal-interest category. The Barcelona development regime and project HPO terms still apply. Verify the current housing plan, AHC social-promoter status, approved use fees, who is the ICIO taxpayer, tax ordinance and supporting document requirements before tendering a project budget. This is a tax reduction, not a cash grant. See ct-barcelona-cooperatives-solar-public, ct-habitatge-protegit, and ct-cooperativa-sense-anim-lucre.
