Barcelona has several municipal routes for delegated HPO/cooperative development; a specific award is required and there is no single current open-to-all cooperative application window evidenced by these sources. Routes include the Conveni ESAL for social and cooperative operators, operator/partnership models and land tenders. The city’s 2026–2033 housing plan says it will continue diverse allocation mechanisms including ESAL, Habitatge Metròpolis Barcelona and land competitions, with more surface-right delegation. Check the current tender or convention call for applicants, parcel, selection criteria and closing date before forming a bid.

The ESAL convention started in 2020 as a collaboration with federations of housing cooperatives, social-housing foundations and social-economy networks. Its projects may be assigned municipal plots via dret de superfície for protected rent or cessió d’ús. In the Binèfar award to Fem Ciutat, municipal criteria included execution speed/industrialisation, technical and financial delivery capacity, protected rents/usage fees, concentration limits, climate criteria and community ties. Ca l’Ordit (Sostre Cívic) is another documented 2025 ESAL project: 62 homes, including 9 for people with intellectual disabilities. These examples show a route, not a guaranteed award or universal 75-year term. ICF has a separate Habitatge Barcelona instrument that the public product page limits to projects in the first and second ESAL HPO/social-rental calls; check that cohort’s current financing window.
