See the project-level records for ct-municipal-manresa, ct-municipal-lleida, and ct-municipal-palamos. There is no province-wide automatic allocation: municipal plot awards are parcel-specific and require an actual tender, agreement or executed surface right. Beyond Barcelona, Manresa documents two cooperative projects on municipal land: La Raval (18 homes) and Sostre Cívic’s La Bertrana (60 HPO homes). Manresa reports a 75-year surface right prorrogable for La Bertrana; its public project page currently says registrations are open, with planned move-in spring 2027. Its earlier March–April 2025 group-formation period is historical, so follow the current project page for access steps and do not infer that a new municipal land call is open. The HPO applicant register and project membership are separate gates.

Girona’s current housing pages document HPO allocation to households (register, local residence and income criteria) and explain cooperative use tenure, but do not establish an open cooperative plot award in the pages checked. Palafrugell’s 2024 municipal annual report records a land-offer/promoter agreement; treat this as a historical municipal example until a current tender or signed instrument confirms availability. The Diputació de Barcelona’s Espai Promovem provides municipalities technical help with cooperative project viability and land-tender design; it is an indirect local-authority support route, not a cooperative grant. Ask the municipality about its housing plan, public-land inventory, procurement calendar, planning qualification, intended tenure, term/extension and any requirement for registered nonprofit status.
