Palamós and Sostre Cívic completed Terra de Mar, a 34-home HPO cooperative project on municipal land, opened on 3 July 2026. The municipality granted a 75-year dret de superfície. The Generalitat’s opening notice says the homes are HPO for rental, while the cooperative owns the building and members have use rights under their cooperative relationship; inspect the HPO qualification and agreements before assuming all member-use terms have an identical duration. This is a completed award, not an open intake or available plot call.
The government reports approximate development cost €5.36m, including €954,625 in AHC promotion aid, €277,220 NextGenerationEU funds, and support from ICO and Department of Enterprise & Employment HABITATCOOP aid. Those amounts document this project and historic aid cohorts; they are not current quotes or a reusable stack. The Canal Empresa HABITATCOOP page only exposes application/justification steps for 2021, 2022 and 2023.
