ICF’s current Habitatge Social Promoció loan is for HPO promoters on plots registered in the Generalitat’s public solar reserve (TER/607/2025). It supports rental, cessió d’ús, or dret de superfície projects. The current product page states no closed applicant-form list: applicant eligibility depends on being the promoter on an eligible reserve plot and satisfying its call/bases; do not assume any housing cooperative can apply without that plot/program status. Request through ICF’s digital bank. Loan size is €250,000 to 100% of eligible investment, capped at €50 million per operation; eligible development costs generally exclude land and annexes. Maturity is up to 30 years, including up to four years’ grace. Security is a mortgage over the building and pledge of rents, with other security possible.

ICF states that rent and use-tenure HPO receives an interest subsidy under the AHC call, while surface-right tenure does not; mixed-tenure projects are split into two loans. The 2026 AHC call describes a 1.5-point subsidy for 20 years for eligible rent/use projects. Check current call availability and the project’s award conditions before relying on the subsidy. General loan page terms include opening and early repayment fees capped at 0.25%; no early-repayment fee in specified cases where repayment proceeds from transfer of surface rights to HPO beneficiaries or a grant.

Different legacy cohort: promoters with grants awarded under enumerated earlier calls may apply under the separate legacy route until 30 December 2027. The ICF page lists €250,000 minimum, up to 100% of eligible investment less grants, capped at €150,000 per dwelling; up to 30 years/four-year grace; stated fixed rates of 3.65% or 3.40% with public guarantee, less AHC’s 0.7-point subsidy where eligible (final 2.95%/2.70%). Prudential-finance entities do not receive that subsidy. Do not confuse those historical-cohort figures with the current public-reserve product.
