The Council of Europe Development Bank (CEB) approved a €31 million programme loan to Sostre Cívic SCCL on 27 September 2024; the CEB project register currently lists it as in progress. The programme has €62 million total cost and is intended to build or refurbish more than 300 social/affordable homes in Catalonia (the CEB’s later announcement says over 350), with InvestEU guarantee support and partial EU funding. This is a borrower-specific institutional financing operation for Sostre Cívic, not an open grant or loan product for new applicants. A separate Catalan housing cooperative should not assume it can apply to the CEB through this Sostre Cívic programme; the direct route evidenced here is the named borrower only. Its scale does, however, directly refute the old claim that cooperative housing finance comes only from ethical lenders.

CEB’s project register describes Sostre Cívic SCCL as a social non-profit housing-cooperative developer. That does not mean the separately registered Sostre Cívic Associació was the borrower, or that association public-utility recognition is a general eligibility gate for cooperative housing lending. Sostre Cívic’s transparency page lists the association and the cooperative as different legal entities. Its project pages report allocation of CEB-backed financing on a project basis, including La Bertrana; verify each project’s public-land/surface-right arrangement, protection status, other subsidies and final budget separately (ct-dret-superficie, ct-icf-habitatge-social-promocio).

For a smaller applicant, this is a precedent and possible source of lender/institutional-finance referrals rather than an application instruction. Use the published ct-coop57-habitatge terms or enquire with ct-fiare-vivienda-cooperativa; neither should be conflated with Sostre Cívic’s negotiated CEB loan. Sostre Cívic combines institutional debt with ct-member-capital-sostre-civic and project cashflows.
