Lleida’s municipal land route is evidenced by La Llaó, 25 cooperative HPO homes on land whose dret de superfície was granted by the municipal company EMAU to Sostre Cívic for 75 years. As of 5 October 2026 the cooperative’s current project page says registrations are CLOSED. The 2026 intake ran 28 May–22 June; it required cooperative membership, HPO registration/eligibility and financial capacity for the monthly fee, with preference for people registered as residents in Lleida. These are project selection rules, not general municipal housing-cooperative rules. The page invites interested people to register for notice if intake reopens; do not represent the closed cohort as an open municipal tender.

Lleida had earlier awarded the surface right for its first such municipal-land project through EMAU. The city’s 2020 announcement describes the agreement and HPO qualification. Later Paeria announcements about seven plots/four social promoters refer to rental development, so do not assume they offer cooperatives an open call or are extensions of La Llaó. Check Paeria/EMAU procurement notices for any new award. See ct-dret-superficie, ct-habitatge-protegit, and ct-municipal-cooperatives-habitatge.
