A cooperativa sociale is a special cooperative form under Law 381/1991. The law distinguishes social, health, educational and related services from activities that integrate disadvantaged people into work. The 2017 social-enterprise reform applies to social cooperatives subject to their special law; the Third Sector Code expressly includes them among ETS. These are statutory statuses tied to activity, governance and registration, not a general-purpose housing label. A social cooperative may run housing or support services only where its defined mission and governing law permit it. Its entity status does not make it automatically eligible for housing capital; check the funding call’s applicant and use restrictions. Keep operator from residents/member-borrowers and property tenure.
