GSE grant for eligible building-efficiency (Title II) and thermal-renewable (Title III) work. The GSE page states annual programme funding and support up to 65% of eligible cost; special cases can reach 100%, so this is not a universal rate or fixed project cap. The subject applying must own or hold another real/personal right over an existing, cadastral building with functioning winter heating. Public administrations and RUNTS-registered ETS can access both Titles, with ETS economic status changing rules; private entities (including a cooperative) on residential buildings can claim only Title III, while Title II efficiency is for eligible tertiary buildings. For a cooperative building owner, the cooperative—not its resident members—is the applicant/cost payer unless a separate qualifying arrangement is used. Fossil-fuel equipment is excluded for businesses/economic ETS under applicable provisions.

The cost-paying “Soggetto Responsabile” applies in Portaltermico. GSE allows an ESCO, CER or self-consumption configuration to act in a defined responsible-party role, but the eligible subject must still meet its own legal, tenure and work conditions. Direct-access filing is due within 90 days after completion. GSE recorded portal suspension 3 March–12 April 2026 and issued restart filing guidance; the information and application procedures were live at the 2026-10-05 check, with no later closure notice found. Confirm current portal access and remaining annual spending contingency before works. This is a recurring finite-budget incentive, not an assured award.

Condominium, owner-member and entity routes differ. A condominium or individual member may apply only if independently within the eligible subject category, holds the relevant building right and bears the costs. Confirm cadastral type, applicant economic/ETS status, intervention type and any specific call/decree requirements before committing.
