“Ente pubblico” covers distinct public legal persons and is not one interchangeable company form. Regions, metropolitan cities, municipalities and public housing bodies (including regionally named ERP entities) have different powers and programme eligibility. National housing-regeneration schemes such as PINQuA selected specified public proposers/beneficiaries; the public applicant is not the resident household or a private cohousing group. A municipality may own land, allocate it, contract for construction or partner with an operator under the applicable procurement, public-property and state-aid rules. Identify the exact body and statutory power before treating it as borrower, asset owner or applicant.
