Active, application by PEC on a rolling chronological basis as of 5 October 2026. Italia Economia Sociale supports qualifying investment programmes with positive local social/cultural/environmental impact. Eligible applicants include social enterprises in any legal form, social cooperatives and their consortia, cooperative companies qualified as ONLUS under the applicable transitional rules, and listed cultural/creative enterprises formed as partnerships or companies. A housing project is not eligible merely because it is cooperative: the applicant must fit one of these categories and the investment must meet the programme’s purpose and impact rules. Registered ETS status by itself is not a qualifying enterprise category.

The package finances 80% of eligible expenditure with paired tranches: 70% of that financing is a 0.5% subsidized loan and 30% is a bank loan at market terms from an accredited bank; equal duration up to 15 years, with up to four years pre-amortization for the subsidized tranche. Invitalia describes programme investment plans from €100,000 to €10 million and a non-repayable contribution of 5–20% of eligible expenditure subject to size, location and activity. These are scheme limits, not a guaranteed award; the bank’s credit decision and programme review govern. Banca Etica advertises one implementation with its own tranche amounts and terms, subject to its current information sheet and underwriting.

Applicant first obtains a positive financing resolution from an accredited lender; it then files the application and documents to MIMIT by PEC at es.imprese@pec.mimit.gov.it. Invitalia describes the counter as active and chronological; confirm residual budget and current module set before preparation. This is entity/project finance, not a member’s first-home mortgage.
