The original Tübinger Modell: the city buys land itself (Zwischenerwerb), then sells it at a Festpreis to the best concept rather than the highest bid. Codified in the Baulandbeschluss “Fairer Wohnen” (Gemeinderat, 29.11.2018).

  • Three-thirds segmentation of residential floor area on city land in the Kernstadt. About a third besonders geschütztes Segment (state-subsidised rent, ≥33 % below the ortsübliche Vergleichsmiete, ≥30-year binding, named as attractive for Kleingenossenschaften); about a third übriges geschütztes Segment, capped at the Vergleichsmiete with half of it ≥15 % below long-term, where Baugruppen and Kleingenossenschaften are to be given particular consideration; about a third freies Segment, also open to Baugruppen. Stated result: 89 % of the resulting floor area is rent-bound.
  • How the discount is computed: a per-m² Grundstücksabschlag under a Halbteilungsgrundsatz, splitting the economic burden of the covenants between buyer and city. The worked example takes an 800 €/m² plot down to 665 €/m².
  • Selection criteria (unweighted): use mix, durable social diversity, building qualities, added value for the quarter, Realisierungssicherheit — and for Baugruppen and WEGs, owner-occupation.
  • Erbbaurecht is the intended default for multi-storey housing in mixed and district-centre locations, because covenants on a sale lapse after 30 years while a lease binds for its whole term.

Open questions (not facts): the 2018 resolution left Erbbauzins, term and Heimfall “noch zu entwickeln” and no later figure was published; the city states no new Erbbaurechte are currently on offer. Current Vergaberichtlinien and deadlines for Alte Weberei, Güterbahnhof and Neckaraue/Saiben were not retrievable on 2026-09-10, and no separate Tübingen cash subsidy for Wohnprojekte was found. Plots in the Teilorte are marketed through Baupilot.
