Heidelberg’s support for Wohnprojekte and Baugruppen sits in its 10-Punkte-Programm Wohnen and is delivered by the Team Strategische Wohnentwicklung at Marktplatz 10, working with the hd_vernetzt network of existing projects.

  • Land: where the city owns the site, allocation is by Konzeptverfahren; where it does not, the city can only help a group search. Groups must be on the city’s list to be considered, via the Kontaktformular für Wohnprojekte und Baugruppen. That registration is the load-bearing step.
  • Money, stated plainly by the city: there is no separate financial subsidy for Wohnprojekte and Baugruppen. Groups use the ordinary city programmes for accessibility, environment and Wohnraumschaffung, the Landeswohnraumförderung, and periodic Förderaufrufe of the Wohnraumoffensive Baden-Württemberg such as Innovativ Wohnen. The Wohnbauförderung advises case by case and the Strategische Wohnentwicklung team helps with applications.
  • Where the land is: the conversion sites. Campbell Barracks / Mark-Twain-Village, about 1,200 homes, 70 % offered as preiswerter Wohnraum; Patrick-Henry-Village, about 5,000 homes with half in the lower price segment.

Open questions (not facts): no reserved share of conversion land for Baugemeinschaften or Genossenschaften, no Konzeptverfahren criteria catalogue and no Heidelberg Erbbaurecht policy or Erbbauzins rate were published on heidelberg.de on 2026-09-10. The Dynamischer Masterplan PHV and the wohnungspolitisches Konzept are the documents to read next.
