The M-V line that actually names co-ops: funding for the modernisation of Miet- und Genossenschaftswohnungen and owner-occupied housing. Aimed at families with children, disabled and older people, and at retrofitting lifts. Terms improved on 2024-03-01. Bewilligungsbehörde: LFI M-V.

  • Two alternative instruments. Loan: up to 80 % of eligible spend of up to €1,500/m² Wfl., capped at €120,000 per flat, interest-free, with a Tilgungsnachlass of 25 % of the paid-out amount, Tilgung 3 % p.a. Grant: up to 60 % of eligible spend of up to €1,600/m², capped at €96,000 per flat.
  • Floor: nothing is granted where the computed loan or grant is under €20,000.
  • Equity: own funds or contributions in kind of at least 20 % of eligible spend. Total public funding should not exceed 80 % of total spend.
  • Bindung is bought in slices: Belegungsbindungen attach per €125,000 of loan, or per €75,000 of grant, on an average-sized flat. The ministry gives the resulting bound period as 33 years.
  • Rent cap: the permitted rent follows from the investment net of the Tilgungsnachlass plus an equity return of up to 2 %, but at most €6.00/m² per month, or €6.60/m² in Rostock and Greifswald. Increases capped at €0.20/m², displacing § 558 BGB; §§ 559, 560 BGB increases are treated separately.
  • Warning: the energy branch is closed. By Runderlass of 2023-12-18 the ministry imposed an Antragsannahmestopp on Buchstabe B (modernisation to Effizienzhaus 85 or better). Check whether it has been lifted before planning an energy retrofit around this line; use KfW and BAFA instead.

Detail

  • Income for occupants: § 9 Abs. 2 WoFG limits are exceedable by 100 % for tenants of modernised bound flats, and by 200 % for owner-occupiers — much softer than the new-build line.
  • Paid in two halves: 50 % when half the works are done, 50 % on completion. Apply before starting.
  • The per-tranche Bindung rule is unusual and worth modelling: taking more money does not extend the period, it binds more flats. A group can therefore size its draw against how much of its stock it is willing to bind.
  • Repaying early does not release you cleanly — the Tilgungsnachlass portion becomes repayable if the conditions fail.
  • Open question (not a fact): whether the 2023 Antragsannahmestopp on the energy branch was still in force on 2026-09-10 could not be confirmed beyond the notice still being published on the LFI page. Ask LFI M-V directly.
