Dresden supports Baugemeinschaften by offering suitable municipal properties for sale, as available, normally by Konzeptausschreibung — the basis is Ziffer 8.3.2 of the Strategisches Flächenerwerbs- und Entwicklungskonzept (Stadtratsbeschluss A0736/13, 17 October 2013). Offers come from the Amt für Hochbau und Immobilienverwaltung, and each Exposé carries its own Vergabekriterien.
- Tenure: sale, not Erbbaurecht. There is no Dresden leasehold model comparable to Leipzig or Cologne.
- No reserved share: no quota of city land is set aside for Baugemeinschaften or Genossenschaften; supply is “nach Verfügbarkeit”.
- No dedicated municipal grant: financial support runs through general Wohnungsbauförderung plus help finding sites. The city states it is lobbying the Freistaat Sachsen to create a state programme for gemeinschaftliches Wohnen — so far there is none.
- Advice, not city-run: Bauforum Dresden e. V. (30+ Baugemeinschaft projects since 2006), AWIG e. V. for older people, NWID — Netzwerk Neues Wohnen in Dresden, and the Wohnberatungsstelle of the Sozialamt.
- Scope note: the city does not count Baugruppen that only build cheap individual ownership, without collective activity, as gemeinschaftliches Wohnen.
Open question (not a fact): the source page was last updated 2024-09-09 and dresden.de was intermittently unreachable on 2026-09-10; whether a Konzeptausschreibung is currently open was not verifiable.
