Leipzig allocates plots and empty buildings to cooperative housing projects by concept, and leases rather than sells them. Run by the Stadt Leipzig and the municipal Leipziger Wohnungs- und Baugesellschaft mbH (LWB); first round LESG 2016, further rounds since 2019.
- Tenure: Erbbaurecht, typically 110 years, giving the project eigentümergleiche Rechte. Instead of a purchase price there is an annual Erbbauzins of 2.5 % of the land value.
- Price competition: none. Properties go out at a fixed price and the best Nutzungskonzept wins.
- Scoring: criteria for kooperatives Bauen und Wohnen, weighed against the planning requirements of the particular site, which differ tender by tender.
- Who can bid: any body able to hold an Erbbaurecht — eG, e.V., gGmbH/GmbH, Stiftung. A Baugruppe normally needs its entity in place by contract signature.
- Application: watch the Ausschreibungen page of leipzig-netzwerk-leipziger-freiheit, which also publishes a step-by-step guide to bidding. The last published round, Kuhturmstraße, ran 8 September to 8 December 2025.
- Combining: rent-bound flats draw soziale-wohnraumfoerderung money through the Saxon lines; members buying shares in a new eG use kfw-134.
Open question (not a fact): no fixed share of Leipzig city land is reserved for cooperative projects, and none was published on 2026-09-10 — the Munich and Frankfurt quota model does not apply here.
