The social owner-occupier strand of the Bayerisches Wohnungsbauprogramm, written into WFB 2023 Teil 3 (Nrn. 38–51): a state loan for households with “soziale Dringlichkeit” building or buying Einfamilien-/Zweifamilienhäuser or Eigentumswohnungen. Household-level only; a Baugruppe member buying their WEG unit can qualify, the GbR/eG cannot.
- Loan: up to 30% of eligible costs (Bau/Ersterwerb) or 40% (Zweiterwerb); bagatelle floor €15,000. 0.5% p.a. for the first 15 years, then market rate capped at 7%; 2 tilgungsfreie Jahre, then 1% (2% for older Zweiterwerb); 2% one-off admin fee.
- Grants: €7,500 per child (incl. expected birth); Zweiterwerb bonus 10% of costs, max €50,000. Both only together with the loan.
- Gates: Einkommensgrenze Art. 11 BayWoFG (tier III: 1-person €28,300, 2-person €43,200, +€10,700/person, +€3,200/child); social urgency test incl. assets; owner- occupancy with a 15-year Belegungsbindung (Nr. 49) — giving up self-use lets the Bewilligungsstelle raise the rate to market; Eigenleistung ≥25% (≥15% cash/land; child grants and third-party grants count).
- Apply before start at Landratsamt / kreisfreie Stadt; BayernLabo services the loan. Nr. 57-style priority rule: other entitlements are used first; KfW stacking allowed (kfw-124, kfw-300).
Open question (not a fact): the ministry’s 2026 programme overview lists only the bayern-zinsverbilligungsprogramm under “Eigentum”, while WFB Teil 3 remains in force (amended 2025-12-01). Whether Bewilligungsstellen currently grant Teil-3 loans alongside the Zinsverbilligungsprogramm, or only in hardship cases, must be confirmed locally.
