A foundation is an asset-dedicated private legal person constituted by public deed or will for a defined purpose under Civil Code arts. 14 onward. It has no membership base like an association. Recognition/legal personality, governance, asset constraints and public supervision depend on the applicable civil and special rules. An ETS foundation also needs to meet Third Sector Code criteria and registration; foundation form alone is not ETS status. It may hold property or operate a mission-aligned housing service, but any public-funding gate is programme-specific. Distinguish the foundation that owns/builds housing from resident households and any operating cooperative.
