Grant of the Ministerium der Finanzen RLP paying for one year of external project consulting (concept, financing plan, moderation, PR, team coaching) so that a group actually gets to a fundable project. Three categories:
- Wohngenossenschaften — an Initiativgruppe founding or realising a housing co-op.
- Mietervereine — owners or housing companies creating a communal offer for a tenants’ association.
- Konzeptvergabe — municipalities selling or leasing public land (Erbbaurecht) to Baugemeinschaften, Wohngenossenschaften or Mieterverein projects.
- Amount: 80% of eligible third-party costs, max €10,000 (categories 1 and 2) or max €25,000 (category 3). Budget-limited, no legal entitlement.
- Gates (all): ≥25% of the flats must be planned as geförderter Wohnraum in the RLP soziale Wohnraumförderung. Category 1 also needs a fixed responsible Gruppenkern, a reservation/sale assurance for the plot or building, and a financing plan showing enough equity.
- Apply: mandatory Beratungsgespräch first — categories 1–2 with the Landesberatungsstelle Neues Wohnen (LSJV, Mainz), category 3 with the Finanzministerium Referat 4513; then a formless application on paper and digitally to the Ministerium der Finanzen.
- Capital-stack role: pre-development grant; it does not fund construction. Open question (not a fact): the brochure carries no date and no Richtlinie number; confirm the programme is still open for the current budget year before relying on it.
