Process and advisory money inside the state strategy “Quartier 2030 — Gemeinsam.Gestalten.”, run by the Allianz für Beteiligung e.V. for the Ministerium für Soziales, Gesundheit und Integration. It funds neighbourhood development for all ages, with mandatory citizen participation — not bricks.
- Who applies: a municipality, a municipal association, or a Landkreis — never the housing group itself. A cohousing initiative takes part as the required zivilgesellschaftlicher Partner, which is precisely how a Wohnprojekt gets a municipality to pay for its process facilitation.
- Amounts (one-off): Variante A, single town or municipality €20,000–85,000; Variante B, municipal alliances €40,000–115,000; Variante C, Landkreis with at least one member municipality €40,000–115,000.
- Gates: an Eigenanteil of 20% of project costs; a council resolution; an external Prozessbegleitung capped at €800 per day plus VAT and travel; a compulsory Antragsgespräch with the Allianz before applying; the civil-society partner must give a written statement. Money is subordinate to third-party funding and only expenses, not fees, may go to volunteers.
- Application runs through the Allianz’s Förderportal, decided by a Vergabegremium; there is no legal entitlement.
Where a group has no municipal partner, the same organisation runs two lines the group can apply for in its own name: “Gut Beraten!” consultancy vouchers and the small Beteiligungstaler — see baden-wuerttemberg-gut-beraten.
