The city-state’s one-stop shop (BSW, since 2003) and Hamburg’s municipal land instrument for groups: it is the only way into the IFB Baugemeinschaften programme and the usual way to a plot.
- Registration: ≥3 households file an Interessentenbogen; registered groups get plot tenders via newsletter and the “Baut zusammen!” Kontaktbörse.
- Land: city plots are reserved city-wide and in development areas (Wilhelmsburg, Oberbillwerder, Neugraben-Fischbek; up to 20 % of units on Grasbrook). Allocation is a Konzeptvergabe: groups apply with a concept, are scored on group, concept, plot criteria; a group without a viable financing concept is not admitted. Winners are confirmed by the Kommission für Bodenordnung.
- Anhandgabe: the plot is reserved for 1 year (18 months with a design competition, 2 years if Baurecht must be created) for planning, financing and Baugenehmigung; Anhandgabeentgelt 1 % of Kaufpreis/Einmalentgelt, credited later. Then Kauf or Erbbaurecht.
- Legal form at Anhandgabe: signed GbR contract, or an eG / eG i.G. if offered in the bid.
- Track record: 162 projects / 3,669 units since 1990; 41 projects (~998 units) in the pipeline.
- Open question (not a fact): whether Erbbaurecht is now the default for these plots and what Erbbauzins/price reductions apply was not verifiable on hamburg.de on 2026-09-10; Bürgerschafts-Drucksache 21/18514 (Konzeptausschreibungen) is the cited basis.
