A rare thing in Germany: a municipal cash grant for the soft costs of becoming a group, before there is a building to finance. Run by the Stabsstelle Wohnungsmarkt, Mietrecht, innovative Wohnprojekte in the Amt für Wohnungswesen.
Three eligible cost categories:
-
A — Gründungskosten: the fees and audit costs of founding the legal entity (for an eG, the Prüfungsverband’s Gründungsgutachten is the big one).
-
B — Moderation und Beratung in Gruppenprozessen: professional facilitation of the group’s own decision-making.
-
C — Projektberatung und Projektsteuerung: external project management and consultancy.
-
Who: gemeinschaftliche Wohnprojekte at any stage — forming, in progress, or already built. No particular legal form is required to apply.
-
How: a single online form on the city’s forms portal; the Förderrichtlinie sets the detail.
-
Why it matters: these are exactly the costs no construction loan will cover and no bank will pre-finance, and they are the costs that stop groups before they reach a frankfurt-konzeptverfahren bid.
Open question (not a fact): the ceilings, percentages and any co-funding requirement are set in the linked Förderrichtlinie: Strukturförderung Gemeinschaftliches Wohnen PDF, which could not be read on 2026-09-10 (frankfurt.de blocked automated access). Ask the Stabsstelle for the current amounts before budgeting.
