- Free tier: an Orientierungsberatung for project groups, explicitly provided under the city’s funding — the entry point for a group with no legal form yet.
- Beyond that: deeper advisory and project services are offered separately; assume they are chargeable and ask for a quote.
- The city-side counterpart: the Büro für gemeinschaftliche Wohnbauprojekte inside the Wohnungsbauleitstelle (Dezernat Planen und Bauen, since 2021) acts as an internal navigator and advocate for Baugemeinschaften and supports groups through a Konzeptverfahren. It is city staff, not a grant body.
- Not a funder: neither body disburses money. Cologne’s financial lever for these groups is the reduced Erbbauzins in koeln-erbbaurecht-konzeptvergabe.
Open question (not a fact): no Cologne cash grant comparable to Frankfurt’s Strukturförderung was found on stadt-koeln.de on 2026-09-10, and the city’s funding amounts for either advice body are unpublished.
