Frankfurt offers land to Wohninitiativen at a Festpreis set by the municipal Wertermittlung; bidders compete on concept alone, and a Beirat scores the written bids before inviting finalists to present. Basis: the Richtlinien für die Vergabe von Grundstücken an Wohninitiativen.
- The quota: the Frankfurter Baulandbeschluss of 7 May 2020 binds new development and conversion areas to 30 % geförderter Wohnungsbau, 15 % allocated by Konzeptverfahren to gemeinschaftliche and genossenschaftliche Wohnprojekte, 15 % freifinanzierter Mietwohnungsbau and 10 % preisreduzierte Eigentumswohnungen.
- Minimum group: three households. The bid is a 10-page document on the group, the concept, the financing model and the intended legal form — the financing model is scored, so a bank indication matters.
- Liegenschaftsfonds Frankfurt: a fund of €6.8 million, administered by the KEG mbH, that buys derelict and under-used sites specifically for gemeinschaftliches und genossenschaftliches Wohnen; an interdepartmental Arbeitskreis vets each purchase before the site goes to Konzeptverfahren.
- Path: register with Innovative Wohnprojekte (innovative-wohnprojekte@stadt-frankfurt.de) and with frankfurt-netzwerk-gemeinschaftliches-wohnen, then bid on a published Verfahren.
- Also draw: frankfurt-strukturfoerderung-gemeinschaftliches-wohnen for founding and consultancy costs, hessen-mietwohnraumfoerderung for the bound flats.
Open question (not a fact): Frankfurt’s standing Wohnerbbaurecht rate is cited as 2.5 % of the Bodenrichtwert, with a 2023/24 decision to cut it to 1.5 % for gemeinwohlorientierte projects. Neither could be re-read on a city page on 2026-09-10, and Konzeptverfahren plots appear to be sold rather than leased.
