One of the few live state lines in Germany that finances a household’s purchase of Genossenschaftsanteile — Abschnitt VI of the VwV-Wohnungsbau BW 2022. It funds the subscription of shares needed to join a Wohnungsgenossenschaft and obtain the right to a flat in Baden-Württemberg. The applicant is the household, not the co-op, but it is the piece that makes a new eG’s members able to raise the Pflichtanteile.

  • Amount: €1,000 to €50,000 per Wohneinheit, sized by what counts as an adequate social Wohnfläche (Teil 3 Nr. 3 DH-LWoFG).
  • Loan terms: 1.00% p.a. fixed for 15 years, 100% payout, 24 months tilgungsfrei, Tilgung 2.25% p.a. (annuity); effective 1.93% at 04.09.2026. Bereitstellungszinsen 1.80% from the 13th month on undisbursed funds.
  • Or take it as a grant: the whole subsidy value may be paid as a Zuschuss instead of the loan (Umrechnungsfaktor 2.71 at 04.09.2026, i.e. roughly €18,450 cash on a €50,000 loan), paid out once the co-op has accepted the subscription. That makes it genuine equity for the member and, indirectly, for the co-op.
  • Gates: income limit as for rental funding (Bezugsgröße €71,000 less 15% → €60,350 for 1–2 persons, +€9,000 per person from the third, Erlass 01.12.2025); anyone who already has adequate housing, or who has already bought co-op shares, is excluded. The member must actually use the genossenschaftliches Wohnrecht for at least 15 years from the Förderzusage (not necessarily the same flat). The L-Bank may waive the Eigenleistung requirement entirely.
  • Apply with L-Bank Vordruck 9019 at the Wohnraumförderungsstelle of the current place of residence (Landratsamt / Bürgermeisteramt); L-Bank decides by the end of the following calendar year at the latest.
  • State guarantee behind it (Abschnitt IX): the ministry guarantees these loans to the L-Bank — specifically where the co-op refuses to consent to the pledging or assignment of the member’s share claims, and otherwise as an Ausfallbürgschaft. So a co-op that will not let members pledge their shares does not thereby kill the funding, though the L-Bank still tests the member’s creditworthiness.

Capital-stack role: equity-substitute at member level. A young eG can plan its Eigenkapital around it — but note the 15-year use obligation binds the member, and the co-op should expect the L-Bank to ask what the shares actually buy. Where a member is outside the income limit, kfw-134 is the federal fallback.
