The instrument that unlocks state rental funding for a co-op with no track record and no collateral. Under the Landesregierung’s Arbeitsprogramm Gesellschaftlicher Zusammenhalt, the state guarantees the borrowing of young Wohnungsgenossenschaften creating new socially bound rental housing, so that they can actually take up the Mietwohnraumförderung of Wohnungsbau BW 2022.
- Total Bürgschaftsrahmen: €10 million for Wohnungsgenossenschaften building new socially bound rental housing (ministry answer of 4 March 2026 to Landtag-Drucksache 17/10236).
- Widened on 1 January 2023 from newly founded co-ops to existing co-ops as well.
- Purpose: it is a security substitute, not cash. It sits in the capital stack where a young eG’s missing Eigenkapital or missing land security would otherwise block the L-Bank line (baden-wuerttemberg-wohnungsbau-bw-mietwohnraum).
- The companion measure has ended: the state also paid the rechtsformspezifische Gründungskosten of a Wohnungsgenossenschaft — Pflichtgutachten and the Gründungsprüfung by the Prüfungsverband — but that offer ended on 31 December 2023. Formation costs are now the group’s own to carry.
- The state also guarantees, separately and under Abschnitt IX of the VwV, the G15 share loans and the WEG Verbandskredite.
Open question (not a fact): the ministry’s answer states the guarantee frame and its extension but not the application route, the per-project cap, the fee, or whether the frame is still uncommitted in 2026. A co-op should ask the Ministerium für Landesentwicklung und Wohnen and the L-Bank directly before counting on it. Do not quote a per-project figure — none is published.
