National public guarantee backing a participating bank’s mortgage for an eligible citizen’s principal-residence purchase. This is a household/member financing channel: the applicant is the individual borrower, not a cohousing company, cooperative or municipality. As of 2026-10-05 Consap reports a maximum mortgage of €250,000 and an ordinary state guarantee of 50% of outstanding principal. It lists priority categories including qualifying young people/couples, single-parent households with minor children, and families with children subject to ISEE tests. Since 3 August 2026, specified permanent-disability categories also qualify; their guarantee is 80% where ISEE is no more than €40,000. Enhanced coverage for other priority categories is conditional on loan-to-price and statutory ISEE conditions. Consap says the priority extension runs through 31 December 2027.
Applicants must not own another residential property, including abroad, subject to the stated inheritance exception. The bank/intermediary must participate. Application goes through that bank; Consap reviews its electronic submission. It is a guarantee, not cash paid to a project. A shared cohousing purchase only fits where the named individual and property/loan satisfy the scheme and lender’s title and underwriting rules; the source does not establish coverage for cooperative share purchases or a project’s entity-level borrowing. Confirm the current bank list and detailed category rules before relying on access.
