Closed household allocation, not an open developer or group-funding call. Bologna’s 2025 public notice formed a resident community and allocated ten apartments in municipal property at Via Fioravanti 24. Its larger policy framework contemplated buildings made available by the City for collaborative-housing projects run by communities of at least five family units formally organized as an association or cooperative; applicants had to co-create community rules and social/ecological goals. But the specific Fioravanti notice selected resident households for units. The City later reported 11 family nuclei living there under agreed-rent contracts arranged through Fondazione Abitare Bologna. The project construction/investment was municipal and exceeded €4.6 million; that amount is neither an award to an applicant group nor a repeatable funding cap. The published allocation and household criteria cannot be treated as a currently open land call.
This precedent shows two distinct municipal routes: an operator/community may be selected to manage a building under a purpose-built notice, while individual households may be selected as tenants. Always read the actual notice to determine which role is being procured and whether an association/cooperative is applicant, manager, or merely a community arrangement.
